New Bill Pushes ISPs to Adopt Transparent Billing Systems

The Parliament has introduced a new bill seeking to amend the Kenya Information and Communications Act, ushering in tighter regulations for internet service providers (ISPs) with the goal of increasing transparency in customer billing.

Dubbed the Kenya Information and Communications (Amendment) Bill, 2025, the proposed legislation requires all ISPs to implement detailed meter billing systems.

The bill mandates providers to assign unique, identifiable meter numbers to customers, monitor and convert usage data into readable formats, generate invoices based on consumption, and allow users to verify their bills.

According to the proposed Section 27A(3C), the move aims to enhance accountability and ensure fair billing practices in Kenya’s growing internet sector.

Additionally, the bill obligates licensed ISPs to submit annual reports to the Communications Authority of Kenya detailing billing systems and the corresponding meter numbers issued to subscribers.

This reporting will be required at least once every financial year.
