The Speaker of the National Assembly, Moses Wetang’ula, has formally referred the Finance Bill 2025 to the Departmental Committee on Finance and National Planning for consideration, ahead of the House’s resumption from the long recess on May 27.
The move follows a resolution passed by the House on February 13, 2025, which allows the Speaker to commit any priority Bill for committee review during recess periods.
“The Finance Bill (National Assembly Bill No. 19 of 2025), which was published on May 6, 2025, has since become due for First Reading and has been determined to be a priority Bill,” Speaker Wetang’ula said in an official notification issued Monday.
He further noted Upon resumption of the House, the House Business Committee shall expedite consideration of the Finance Bill to ensure timely deliberation and passage.

The Speaker confirmed that the Leader of the Majority Party had formally requested the Bill to be listed among priority business for when the House reconvenes a request that has been acceded to.
The Speaker further directed the Clerk of the National Assembly to inform all Members and support the Committee’s engagement with the public.
“The Clerk is hereby required to transmit this Notification to all Members of the National Assembly, and facilitate the Committee to undertake the necessary public participation activities on the Bill,” the statement read.
The Finance Bill is an annual piece of legislation that outlines proposed changes to tax laws and revenue measures for the upcoming financial year.
It often undergoes rigorous scrutiny from lawmakers, interest groups, and citizens due to itsdirect impact on the economy.
Public participation sessions are expected to be announced in later dates, giving Kenyans a chance to submit their views before the Bill proceeds to Second Reading.
