Shelter Afrique Development Bank (ShafDB) has named Lionel Zinsou as Chairman of the Board and Said Athman Mtwana as Vice Chairman. The appointments were made during the Bank’s 149th Board meeting on 11 December.
Zinsou, former Prime Minister of Benin and a seasoned economist, brings decades of experience in global finance, investment banking, and public policy.
“I am honoured to lead ShafDB at this pivotal moment. Africa’s need for affordable housing and vibrant cities is urgent. Together with the Board, we will steer the Bank to strengthen communities and unlock economic opportunities,” he said.
Mtwana, representing Group 1 Member States, has deep expertise in urban development, project planning, and housing policy. He holds a Master’s in Urban and Regional Planning and a Bachelor’s in Building Economics from the University of Nairobi.
“It is a privilege to support ShafDB’s mission. I look forward to driving innovative urban solutions and inclusive growth across Africa,” he said.

ShafDB Managing Director Thierno-Habib Hann welcomed the new leadership, thanking outgoing Chair Dr. Chii Akporji and Vice Chairman Ahmed Belayat for their service.
“Their combined expertise will help accelerate housing finance solutions and climate-resilient urban development across our Member States,” he said.
The new board reinforces ShafDB’s focus on affordable housing and sustainable urban growth, positioning the Bank to deliver greater impact across Africa.
