New Government Standards Transforming Private Security Practices

The government has published four standards to address evolving security issues and ensure greater accountability from the private security industry.

These laws will require stronger reporting and compliance standards that will force private security companies to operate with new transparency, giving consumers and the public greater insight into their actions. Personal Security (Trust Remuneration) Act, 2024, Personal Security (Procedure for Appointment of Board Members), 2024, Personal Security (Trust Financial Services) Act, 2024, 2024 and Personal Security (General) Rules to be under public participation.

All opinions, proposals and notes for the consideration of private security agencies, employers, employees, consumers and the public on the proposed regulations should reach the Office of the Interior cabinet secretary by 12 March 2024.

Among other things, the law also requires that animals, including dogs and horses, be used in good health, properly fed and not suffer from unpleasant conditions such as pain , fear or abuse.

This policy, once adopted, will change the way security agencies work in social relations, and ensure that changes in the sector go beyond operational efficiency to expand social and ethical thinking. According to the Private Security Agency (PSRA), the proposed regulations will also change how security companies operate in the public sector.

“These laws will enable the private security service to realize its potential as a guardian of security and safety, promoting a culture of trust and cooperation that benefits society as a whole,” said the PSRA.

The law also gives the police the right to stop and search people without arrest warrants.

“A private security officer cannot arrest and detain a person in an office other than a police station. A private security guard who makes an arrest is required to cooperate with the police in the investigation of the offense and, if necessary, in presenting evidence in court,” said the body.

Regarding the appointment of the members of the Board of Directors, the regulation states that two or more security companies or two or more security officials may hold a meeting to manage the affairs of its members as according to its rules and regulations. Members must keep their membership names.

The registration shall include the name, address and occupation of the members, in the case of individual members, the name and physical address of the registered company, in the case of legal members, the date of everyone is accepted as a member and payment made.

As part of the work of the Fidelity Fund, the money will be used to cover the cost of maintenance and operations of the Institute, organizing training courses and seminars for private security guards; and to ensure the full implementation of the law.

The Board of Trustees of the Fund will be chaired by CS Interior and its members will be the Secretary General for Financial Affairs and the Chairman of the Board of Directors as ex officio. It will include two other members of both sexes representing corporate security officers and private security officers appointed by the SC.

The law also imposes strict conditions for the registration of private security service providers. For example, the application for registration must be accompanied by a copy of the national identity card or passport of the valid person, in the case of individuals, a copy of the application form or registration document another name, a tax certificate for three years. which is shown in the account from the private security company or six months of bank statements in the case of individuals.

Others are proof of compliance with all legal exemptions, copies of valid insurance policies for private security companies and personal security training certificates for each director, partner, agent, director and management staff.

Applicants will also be required to provide the authority with a list of all safety equipment and tools of the trade, sample clothing for personal safety ratings and complete photos of each level of clothing.

They will also require a certificate of acceptance for the handling, care and use of healthy animals, issued by a licensed veterinarian, if applicable.
