World Bank, TDB Back $95M Green Homes Drive in Kenya

The Eastern and Southern African Trade and Development Bank (TDB), in partnership with the World Bank, has launched a new project aimed at promoting sustainable and inclusive housing in Kenya.

The initiative, dubbed the Africa Green, Resilient and Inclusive Housing De-risking (GRIHD) Facility Project, will be financed through a US$95 million (Sh12 billion) loan from the World Bank.

According to TDB, the project registered under Project ID No: P178986 is designed to catalyze private capital for green, resilient, and inclusive housing while providing technical support to enhance institutional capacity in the sector.

“The Eastern and Southern African Trade and Development Bank (TDB) has received financing in the amount of US$95 million equivalent from the World Bank toward the cost of the Africa Green, Resilient and Inclusive Housing De-risking (GRIHD) Facility Project and intends to apply part of the proceeds to payments for goods, non-consulting services and consulting services to be procured under this project,” TDB said in a statement.

Key Project Components

  • Focusing on catalyzing private capital for green and inclusive housing by establishing and capitalizing the Green, Resilient and Inclusive Housing Value Chains (GHVC) Fund.

The GHVC Fund will operate as a special purpose vehicle (SPV) within TDB Group to provide de-risking products to Partner Financial Intermediaries (PFIs).

These intermediaries will then finance developers, contractors, suppliers, and manufacturers of green housing materials and technologies.

  • Providing technical assistance to address key institutional and technical capacity gaps within TDB and the GHVC Fund. It will also fund awareness and communication campaigns to counter public misconceptions about alternative building materials and promote gender-sensitive learning and regulatory reforms.

“This component will address key institutional and technical capacity gaps within TDB and the GHVC Fund to adequately meet the GHVC Fund’s mandate. It will focus on capacity building, awareness campaigns, and dialogue on policy and regulatory reforms to cultivate an enabling environment for the Fund’s products,” the notice reads.

Procurement Opportunities

The procurement process for goods, non-consulting services, and consulting services will be conducted through open international competitive bidding under World Bank guidelines.

Positions and services expected to be procured include:

  • Procurement Specialist
  • Monitoring and Evaluation Specialist
  • GBV/Gender Consultant
  • Junior Legal Officer (Associate Counsel)
  • Financial Management Specialist
  • Housing Finance Specialist
  • Environmental and Social Officer
  • Analyst Asset Management

Call for Participation

TDB has invited eligible firms and individuals to express their interest in supplying goods, consulting, and non-consulting services under the project.

“Interested eligible firms and individuals who wish to be considered for the provision of goods, non-consulting services and consulting services for the above-mentioned project should contact the Borrower,” the notice says
