Kenya Ranked Top in Africa for ICT Regulation by UN Telecom Agency

NAIROBI, Kenya, June 6 – Kenya has been ranked the most progressive country in Africa in terms of Information and Communication Technology (ICT) regulation, according to the latest ICT Regulatory Tracker released by the International Telecommunication Union (ITU), a United Nations agency.

The report, which assesses 194 countries, gave Kenya a score of 93 points, improving from 92 in 2023.

This places the country at the top of the continent, ahead of Nigeria (92 points) and South Africa (88 points).

Globally, Kenya now ranks 20th, with Italy leading at 100 points.

The ITU evaluates national ICT regulatory frameworks based on the structure of regulatory authorities, the scope of their mandates, existing regimes, and competitiveness of the market.

The results reflect the effectiveness and inclusivity of policies supporting the digital ecosystem.

“This ranking is a clear testament of the excellent work that CA has done in spearheading Kenya’s digital transformation and driving digital access for all,” said Principal Secretary for Broadcasting and Telecommunications, Teve Isaboke.

“This ranking shows that CA staff and leadership are executing their work diligently,” he added.

Kenya’s regulatory framework was also rated at the highest classification fourth-generation (G4) which indicates a mature, forward-looking system promoting innovation, affordability, and accessibility in ICT.

The Communications Authority of Kenya (CA), which marks its 25th anniversary next month, welcomed the recognition.

Director General David Mugonyi said the ranking affirms CA’s commitment to creating an enabling environment for digital growth and inclusivity.

CA’s policies have expanded nationwide connectivity, improved consumer choice, and supported the digital economy, benefiting both citizens and businesses.
