
The National Assembly has officially opened the door for public participation in the scrutiny of the National Government’s Budget Estimates for the 2025/26 Financial Year and the Medium-Term, in line with constitutional requirements.
In a notice issued by the Clerk of the National Assembly, Mr. Samwel Njoroge, members of the public and stakeholders have been invited to share their views and recommendations on the proposed revenue and expenditure plans.
This initiative is anchored in Articles 118(1)(b) and 221(4) and (5) of the Constitution, which emphasize transparency and public involvement in parliamentary processes.According to Njoroge, The FY 2025/26 budget aims to sustain economic transformation, spur business growth, lower the cost of living, and improve the overall wellbeing of Kenyans.
“The Financial Year 2025-26 budget estimates aim to sustain economic transformation, foster business growth and investment, lower cost of living, and improve the wellbeing of Kenyans,” the notice read.
The budget, also places emphasis on fiscal consolidation to reduce debt vulnerabilities while ensuring efficient delivery of public services.
Further, Njoroge highlights key strategies which includes rationalizing expenditure, targeting subsidies, reforming state corporations, and leveraging digital platforms for public service delivery.
Public hearings will be held in various counties across the country, including Laikipia, Nyeri, Wajir, Kwale, Elgeyo Marakwet, Trans Nzoia, Uasin Gishu, Makueni, Nandi, Samburu, and Migori, between May 15 and 17, 2025.
Venues range from cultural centres and county halls to vocational centres and educational institutions.
Kenyans wishing to submit written memoranda must do so by 5:00 p.m. on Tuesday, May 20, 2025. Submissions must include the name and contact details of the individual or organization and can be hand-delivered to the Clerk’s Office at Parliament or emailed to cna@parliament.go.ke.
The budget estimates are available for public review at the National Assembly’s Table Office and online at the Parliament’s official website.
