Chief justice Hon Martha Koome, has unveiled the annual National Council on the Administration of Justice(NCAJ) Report, to showcase the milestone accomplishments by the justice system the financial year 2022/23.
“Indeed, today is not just any day—it’s a celebration of progress, transparency, and accountability as we unveil the Second Annual Report of the National Council on the Administration of Justice (NCAJ) for the year 2022/23,” she stated during the unveiling ceremony in Safari park hotel today.
This year’s report recorded remarkable progress in the justice sectors, in providing positive impacts to the Kenyan Citizens.
The report showcased how the criminal justice sector worked and delivered its mandates to Kenyans over the past financial year.
According to the report, the National police service(NPS) managed to process 97,301 serious crime incidents.
The Ethics and Anti-corruption Commission managed to handle 5,349 complaints, while the Independent Policing Oversight Authority (IPOA) handled over 299,483 which included appeals and applications and the courts got to resolve 231,656 cases.
According to the report, Kenya Prison Service at the end of the year recorded a population of 61,915.
Chief Justice Koome also highlighted the urgent need to generate decongestion strategies in prisons due to the rising number of convicts.
Probation and after-care service (PACS) recorded 46,504 people, who are under probation orders, community service orders, and after care programs.
The report also recorded an increase in the court users committee(CUCs), which saw an 8% increase from 236 at the end of FY 2021/22 to 256 CUCs at the end of the review period.
Further, she noted that in the civil justice arena, the NCAJ standing committee was officially tasked with reviewing and formulating policy, legal, and institutional reforms that were essential for the efficient functioning of the civil justice system in Kenya.
In the reviewing period,187,606 civil matters were resolved in court, matters which included; constitution petitions, commercial cases, arbitration disputes family disputes amongst others.
The chief justice also highlighted the effort that NCAJ has put to protect the children in the justice system.
” In an effort to better serve and protect children within the justice system, the NCAJ organized a National Service Month dedicated to children’s issues and successfully convened the 2nd Child Justice Summit,” remarked CJ Koome.
“Work began on crafting the Rules and Regulations to operationalize and bolster the Children Act 2022,” the CJ further noted.
She has further guaranteed rights protection to intersex and individuals with mental instability assuring them access to justice.
Koome also highlighted the crucial steps such as reassessing the Sexual Offense Act 2006 to guarantee justice for sexual and Gender based violence victims
