The National Dialogue Committee (NADCO) has recommended the establishment of the Office of the Leader of Opposition and that of the Prime minister.
According to a statement released on Saturday 25th of November, NADCO acknowledged that through their joint they came to a resolution that will chart a new course for Kenya.
“NADCO recommends the establishment of the Office of the Leader of the Official Opposition, who is the Leader of the largest party/coalition of political parties that garnered the second greatest-number of votes in the immediately preceding presidential elections with the two deputies,” the statement read.
“NADCO further recommends the establishment of Office of the Prime Minister to be nominated, and upon approval by the national assembly, appointed by the President,” the statement continued.
The two proposed positions await the approval from the National Assembly upon which if passed the President will issue an appointment for the two office positions.

Additionally, the committee issued their recommendation over the constantly rising cost of living in the country that is as a result of continuous taxation and inflation, they recommended that all the government arms to reduce their travelling budget by 50%.
“All arms of the government shall reduce their travelling budget by 50% and that salaries and remuneration commission review daily subsistence allowance for state and public officers with a review to reduce by 30%,” the statement quoted.
Consequently, it recommended that the ministry of energy and petroleum in liaison with the national treasury to reduce the road maintenance levy and the anti-adulteration levy by KSh5 and Ksh3 per liter respectively.
Further, the committee recommended that the national government finalize the transfer of all devolved functions and provide for the concomitant resources to the county government.
“NADCO recommends that parliament shall amend the constitution to provide for the equitable share to the county governments not to be less than 20% of all the revenue collected by the national government from the current 15%,” the committee added.
According to the committee, they were however, unable to reach a consensus on a number of the other proposals on the matters of cost of living, including the reduction of the VAT on fuel from 16% to 8%, and scrapping of the housing levy, the twin issue of the finance act 2023.
