The State Department for East African Community (EAC) successfully signed the 20th cycle of performance contracts in the public service in Nairobi.

The contracts for the 2023/2024 financial year aim to guide the implementation of policies, programs, projects, and activities in line with the bottom up Economic Transformation Agenda.

Speaking yesterday, cabinet secretary for East African community, Rebecca Miano expressed her gratitude and appreciation for the dedication and handwork of all staff members in advancing the integration Agenda.

“I acknowledge with gratitude that in the 2019/2020 Performance Contracting cycle, the Ministry of East African Community and Regional Development was ranked third overall among ministries. This is ample testimony that the winning DNA within out Ministry has what it takes to do it again and do it even better. Personally, I expect no less,” CS Miano said.

Miano stated that performance contracting is crucial for measuring department performance, aligning with government priorities, and ensuring efficient service delivery.

The top management outlined the specific goals and targets, driving excellence and solidifying the department’s position as a leading institution signing the contract.

“Principal Secretaries will further cascade the same Performance Contract to Directors and Heads of Departments who will ensure that the trickle down moves further down the chain. Remember that each of us will be held to account on the delivery of targets we sign up to fulfill,” she stated.

Miano highlighted the important of the performance contract in the drive of the government’s bottom up Economic Transformation Agenda (BETA), which was launched in 2022.

“The projects outlined in the Plan, will therefore contribute significantly to the achievement of the national development goals as outlined in the Bottom-Up Economic Transformation Agenda (BETA) which aims to gear our economy,” Miano stated.
In her remarks, Miano stressed the spirit of excellence, transformation, and servant-leadership, as outlined in the department’s core values.
“The plan aim at eliminating wastage of resources occasioned by duplication, fragmentation and ineffective coordination in implementation of programs and projects while zeroing in on policy priorities expected to deliver the greatest impact on the economy and welfare of households,” she reiterated.

She further emphasized the department’s alignment with Kenya vision 2030’s fourth medium-term plan, asking for interventions supporting citizens positively.

“The BETA approach targets to bring down the cost of living, eradicate hunger, create jobs, expand tour tax base, improve foreign exchange balance and inclusive growth,” she charged.

She further explained on the achievement that can be achieved through targeted investments stating several sectors to be concentrated. “This is to be achieved through targeted investments in five core pillars: Agriculture; Micro, Small and Medium Enterprises (MSME) Economy; Housing and Settlement; Healthcare; Digital Superhighway and Creative Economy,” she added.

Principle secretary, Abdi Dubat reiterated his commitment to fulfilling the terms of contract and achieving all targets. He encouraged all the staff members to bring forth suggestions that can aid in positioning the state department for EAC.

In attendance were Principal Secretaries for the State Department of East African Community and the State Department of Arid and Semi-Arid Lands & Regional Development Abdi Dubat, along with heads of departments at the ministry. The Cabinet Secretary expressed her confidence in the department’s ability to achieve its targets and contribute to the overall government agenda.
